The Court finds that Plaintiff is unable to pay the costs and fees associated with filing this action and thus the filing fee is waived. Because Plaintiff has been authorized to proceed in forma pauperis, pursuant to Federal Rule of Civil Procedure 4(c)(3), the Court orders the United States Marshal's office to serve Defendants.
