ORDER signed by the Honorable Rebecca R. Pallmeyer: The court takes Plaintiff's application for leave to proceed in forma pauperis #3 under consideration. If Plaintiff wants to proceed further, he must (1) explain in writing and under oath why he should be allowed to proceed in forma pauperis, and (2) submit a certified trust fund statement showing activity in his account from September 9, 2021, to the date he responds to this order. Alternatively, he may pay the $402.00 filing fee, by check or money order payable to Clerk, United States District Court. Plaintiff also must submit a list of any and all lawsuits he filed (at any time) in any court in the United States. If he cannot recall the case names or numbers, he should identify the state where he filed the cases. If this is the first lawsuit Plaintiff filed, he should declare as much. Failure to fully comply with this order by November 29, 2021, will result in summary dismissal of this case. The court defers review of Plaintiff's complaint and ruling on his motion for attorney representation until after his fee status has been resolved. (rbf, )
