November 29, 2021 Filing 6 MINUTE entry before the Honorable Edmond E. Chang: On review of the motion #2 to proceed in forma pauperis, the motion is denied as incomplete. The application lists an employer name and address, R. 2, para. 2(B), but then does not provide information on the wages, R. 2, para. 2(C). The complete new motion is due by 12/15/2021. More importantly, on screening review, the complaint is frivolous and fails to state a claim. The complaint names Warren Buffet, the "CDC Directors," the "American Med Association," and the White House as Defendants, but contains no further allegations on what they did that would give rise to a claim for relief. R. 1 at 1-3. The complaint is dismissed, for now without prejudice. The Plaintiff must submit an amended complaint by 12/15/2021. The Court notes that the amended complaint must be connected to the original complaint and not a completely new one. It is difficult to envision that an amended complaint could survive screening review, but the Plaintiff may try. The Clerk shall mail a blank in forma pauperis application, a blank complaint form, and a copy of this order.
