Filing 3 ORDER Signed by the Honorable John Robert Blakey on 10/26/2021: Petitioner Harry Johnson, currently confined at the Federal Transfer Center in Oklahoma City, has filed a 28 U.S.C. 2241 petition in this Court. He argues that an incident report wrongly accused him of escape while he was serving the supervised release portion of his sentence for his 2018 conviction from the Eastern District of Wisconsin. He may not proceed on the petition for several reasons. First, Petitioner neither paid the $5.00 filing fee, nor submitted an in forma pauperis application demonstrating his inability to pay. Second, the petition is not on this Court's form, which N.D. Ill. Local Rule 81.3 requires. More importantly, the petition is unclear as to whether it challenges the incident report, the revocation of his supervised release, or some other action. To proceed with this case, Petitioner, at a minimum, must satisfy the $5.00 filing fee and submit an amended 2241 petition on this Court's form clearly stating what specific action he challenges. If Petitioner fails to comply with this order by November 30, 2021, the Court will dismiss his case without prejudice. The Clerk of Court shall: (1) update Petitioner's address on the docket to FTC Oklahoma City, and (2) send Petitioner an IFP application and an amended 2241 petition form to the updated address.
