October 27, 2021 Filing 1 EXECUTIVE COMMITTEE ORDER: The Executive Committee has become aware that on several occasions, pro se litigant Daiva M. Sandanaviciute was asked to wear a face covering while in the Dirksen Courthouse. Ms. Sandanaviciute was also provided free masks and a copy of the court order requiring face masks/coverings in the Courthouse. On October 20, 2021, Daiva M. Sandanaviciute created a disturbance on the 20th floor of the Dirksen U.S. Courthouse, refusing to wear a face covering after being asked repeatedly by Clerk's Office Staff in violation of the JULY 30, 2021 THIRD AMENDED ORDER IN RE: CORONAVIRUS COVID-19 PUBLIC EMERGENCY ORDER CONCERING FACE MASKS/COVERINGS IN PUBLIC AREAS OF COURTHOUSES. The Committee has further been advised that on October 20, 2021, shortly after the above-noted incident, Deputy U.S. Marshals ("USMS") were called to escort Ms. Sandanaviciute out of the Courthouse as she was not fully complying with Courthouse rules and regulations. Prior to allowing Ms. Sandanaviciute to exit the Courthouse, the USMS Judicial Security Unit investigators determined that Ms. Sandanaviciute had an active warrant. The USMS then turned over Ms. Sandanaviciute to the Chicago Police Department ("CPD"). During the arrest, Ms. Sandanaviciute stiffened up, resisted being taken into custody by the CPD, and had to be physically restrained. Ms. Sandanaviciute's inappropriate conduct has raised concerns among the Court, the Clerk's Office, and the U.S. Marshals Service.The Executive Committee finds that there is sufficient cause for concern regarding Ms. Sandanaviciute's conduct if she is not escorted during her time in the Dirksen U.S. Courthouse in Chicago, Illinois or the Roszkowski U.S. Courthouse in Rockford, Illinois, thereforeIT IS HEREBY ORDERED That to maintain judicial security, Daiva M. Sandanaviciute is ordered to sign in upon arrival at the Dirksen U.S. Courthouse at 219 S. Dearborn Street, Chicago, Illinois, 60604 or at the Stanley J. Roszkowski U.S. Courthouse at 327 S. Church Street, Rockford, Illinois 61101, and IT IS FURTHER ORDERED That a representative of the U.S. Marshals Service shall accompany Ms. Sandanaviciute at all times while she is present in the Dirksen U.S. Courthouse or in the Stanley J. Roszkowski U.S. Courthouse, and IT IS FURTHER ORDERED That failure to comply with this order may lead to further sanctions, and IT IS FURTHER ORDERED That a miscellaneous docket with the title In the Matter of Daiva M. Sandanaviciute and case number 21 C 5737 shall serve as the repository of this order and any order or minute order entered pursuant to this order. All orders will be entered on the docket following standard docketing procedures.IT IS FURTHER ORDERED That the Clerk shall cause a copy of this order to be mailed to Ms. Sandanaviciute at 400 E. Randolph St., #3708, Chicago, IL 60601. Such mailing shall be by certified or registered mail, return receipt requested.
