ORDER: The Court takes Plaintiff's application for leave to proceed in forma pauperis #3 under consideration. If Plaintiff wants to proceed further, he must (1) explain in writing and under oath why, he believes, he should be allowed to proceed in forma pauperis, and (2) submit certified trust fund statements showing activity in his account from September 15, 2021, to the date he responds to this order. Alternatively, he may pay the Court's $402.00 filing fee. Payment may be made by check or money order payable to Clerk, United States District Court. Failure to fully comply with this order by May 17, 2022, will result in summary dismissal of this case.
