The complaint is dismissed with prejudice in part, without prejudice in part. The claim for damages against the State of Illinois under 1983 is dismissed with prejudice for failure to state a claim. Any claims against individual state officials for injunctive relief are dismissed without prejudice. To proceed with a lawsuit challenging his pending criminal prosecution, plaintiff must pay the $402 filing fee and file an amended complaint naming proper defendants and stating a federal claim for relief. Any such claim will likely be stayed under Younger v. Harris. If plaintiff does not comply by May 4, 2022, this case will be summarily dismissed without prejudice for failure to pay the filing fee.
