July 14, 2022 Filing 2 EXECUTIVE COMMITTEE ORDER: On June 28, 2022, the U.S. Marshals Service was notified that Ms. Lisa M. Petro had telephoned the Clerk's Office at least three times and had used racial slurs when referring to the deputy clerks who took her calls. On the third phone call to the Clerk's Office, Ms. Petro referenced the earlier phone calls and stated that the minority staff members who were assisting her earlier in the day were "racist". Ms. Petro's communications were offensive and disturbing to the effective operations of the Court, and resulted in entry of an Executive Committee order on June 30, 2022, relieving Clerk's Office staff from answering her calls, and cautioning that similar disruptive behavior could lead to further sanctions, including filing restrictions or an escort order. On July 11, 2022, Ms. Petro telephoned the Clerk's Office and made a verbal threat to do harm to Clerk's Office personnel. Since entry of the Executive Committee's June 30, 2022 order, Ms. Petro has repeatedly called the Clerk's Office and communicated racist and inappropriate communications to the Clerk's Office staff. This inappropriate conduct, and Ms. Petro's history of conduct that includes intimidation and resisting a peace officer, has raised concerns among the Court, the Clerk's Office, and the U.S. Marshals Service. The Executive Committee finds that there is sufficient cause for concern to require that Ms. Petro be escorted during any visits to the Dirksen U.S. Courthouse in Chicago, Illinois or the Roszkowski U.S. Courthouse in Rockford, Illinois. It is, therefore, HEREBY ORDERED that to maintain judicial security, Lisa M. Petro must sign in upon arrival at the Dirksen U.S. Courthouse at 219 S. Dearborn Street, Chicago, Illinois, 60604 or in the Stanley J. Roszkowski U.S. Courthouse at 327 S. Church Street, Rockford, Illinois 61101. The Executive Committee orders, further, that a representative of the U.S. Marshals Service shall accompany Ms. Petro at all times while he is present in the Dirksen U.S. Courthouse or in the Stanley J. Roszkowski U.S. Courthouse. Because Ms. Petro's many telephone calls are burdensome, consuming the resources of the Court and the Clerk's Office, Ms. Petro is directed to cease making multiple calls. Ms. Petro is directed instead to communicate with the Court or the Executive Committee by U.S. mail and await a mailed response from the Court. The Executive Committee orders, further, that a miscellaneous file with the title "In the matter of Lisa M. Petro" and case number 22 CV 03430 shall serve as the repository of this order, and any order or minute order entered pursuant to this order. The Clerk will also maintain a miscellaneous docket associated with the file. All orders retained in the file will be entered on that docket following standard docketing procedures. It is FURTHER ORDERED that the Clerk shall cause a copy of this order to be left at the security desk in the lobby to hand to Ms. Petro the next time she enters one of the courthouses of the Northern District of Illinois. June 30, 2022 Filing 1 EXECUTIVE COMMITTEE ORDER: Lisa M. Petro telephoned the Clerk's Office at least three times on June 28, 2022. On the third phone call to the Clerk's Office, Lisa Petro referenced the earlier phone calls and stated that the minority staff members who were assisting her earlier in the day were "racist." These communications are offensive and disturbing to the effective operations of the court. IT IS HEREBY ORDERED that the Clerk's Office staff is relieved from answering phone calls from Lisa M. Petro. Should Lisa M. Petro call the Clerk's Office, the staff member should inform Ms. Petro that pursuant to this Order, they are relieved from talking to her due to her prior interactions with the Clerk's Office, and that Ms. Petro should submit all inquiries and filings in paper to the Clerk's Office by mail to: United States District Court, Northern District of Illinois, 219 South Dearborn, 20th Floor, Chicago, IL 60604. IT IS ALSO ORDERED that a representative from the United States Marshals Service shall provide Ms. Petro with a copy of this order upon her next visit to the Courthouse. At this time, the order cannot be mailed, as Lisa Petro has not provided the Court with a mailing address or phone number for service of any documents. IT IS ALSO ORDERED that Ms. Petro shall, within ten days of her receipt of this order from the Marshals Service, submit a Pro Se Appearance form with a valid mailing address and contact information. Ms. Petro is cautioned that similar behavior or disruptive behavior in the Courthouse may lead to further sanctions including monetary sanctions, filing restrictions, a requirement that Ms. Petro be escorted in the Courthouse by a member of the United States Marshals Service, or a contempt of court finding.
