Filing 5 ORDER: Plaintiff Richard Marshall brings this pro se lawsuit under 42 U.S.C. 1983 against defendants Elgin Police Department and Detective Houghton. Dkt. 1. Before the court is Plaintiff's application to proceed in forma pauperis ("IFP"). For the reasons explained herein, Plaintiff's IFP application #4 is denied without prejudice. Further, upon initial review of Plaintiff's complaint, the complaint is dismissed without prejudice. Plaintiff has until October 31, 2022 to file an amended IFP application or pay the $402 filing fee. Plaintiff also has until October 31, 2022 to file an amended complaint. If Plaintiff fails to follow this order, this case will be dismissed with prejudice.
