September 30, 2022 Filing 1 EXECUTIVE COMMITTEE ORDER: On September 15, 2022, the U.S. Marshals Service was notified that Mr. Kinnan Ghali had caused a disturbance in the Clerk's Office on the 20th floor of the Dirksen Courthouse. Mr. Ghali's behavior, both verbally and physically, caused the Clerk's Office staff to hit the "Duress" alarm. Mr. Ghali reached over the counter into a secured area, displaying his phone in a manner that suggested to multiple staff members that he was violating courthouse rules by taking photos and videos. Mr. Ghali's conduct disrupted the business of the Clerk's Office, and he verbally harassed the staff. Because of the harassment, and because Mr. Ghali was physically intimidating, staff feared for their safety. Mr. Ghali was detained by U. S. Deputy Marshals and Court Security Officers for failing to provide an ID upon the request of law enforcement officers. His inappropriate conduct raises concerns within the Court, the Clerk's Office, and the U.S. Marshals Service. The Executive Committee finds that there is sufficient cause for concern to require that Mr. Ghali be escorted during any visits to the Dirksen U.S. Courthouse in Chicago, Illinois or the Roszkowski U.S. Courthouse in Rockford, Illinois. It is, therefore, HEREBY ORDERED that to maintain judicial security, Kinnan Ghali must sign in upon arrival at the Dirksen U.S. Courthouse at 219 S. Dearborn Street, Chicago, Illinois, 60604 or in the Stanley J. Roszkowski U.S. Courthouse at 327 S. Church Street, Rockford, Illinois 61101. The Executive Committee orders, further, that a representative of the U.S. Marshals Service shall accompany Kinnan Ghali at all times while he is present in the Dirksen U.S. Courthouse or in the Stanley J. Roszkowski U.S. Courthouse. The Executive Committee orders, further, that a miscellaneous file with the title "In the matter of Kinnan Ghali" and case number 22 CV 05332 shall serve as the repository of this order, and any order or minute order entered pursuant to this order. The Clerk will also maintain a miscellaneous docket associated with the file. All orders retained in the file will be entered on that docket following standard docketing procedures. It is FURTHER ORDERED that the Clerk shall cause a copy of this order to be emailed and mailed to Mr. Ghali at 15804 86th Ave. Unit 128, Orland Park, IL 60462.
