The very first defendant is the "County of Cook Medical Examiner's Office," and the second defendant is the "Cook County Bureau of Human Resources." By October 28, 2022, Plaintiff must file a statement and address whether the Medical Examiner's office and the Bureau of Human Resources are juridical entities that can be sued in their own right. There is case law about whether a police department can be sued, as opposed to the municipality itself. See City of South Bend v. South Bend Common Council, 865 F.3d 889 (7th Cir. 2017). Maybe the same analysis applies to Cook County and any internal departments or bureaus. The Court does not know, but the Court does not know that it makes sense to flag the issue.
