ORDER: Foster initiated this lawsuit without pre-paying the $402.00 filing fee or submitting an in forma pauperis application. If Foster wants to pursue this lawsuit, he must, by January 20, 2023, either (1) pre-pay the $402.00 filing fee, or (2) seek leave to pay the filing fee in installments by submitting a properly completed application for leave to proceed in forma pauperis. Failure to fully comply with this Order will result in summary dismissal of this case. The Clerk is directed to send Foster a blank application for leave to proceed in forma pauperis (prisoner version), along with a copy of this Order. The Court defers screening of Foster's complaint (Dckt. No. #1 ) or consideration of his request for preliminary injunctive relief (Dckt. No. #4 ) until his filing-fee status is resolved. Foster's motion for attorney representation (Dckt. No. #3 ) is denied without prejudice. Plaintiff's "supplement motion" (Dckt. No. #5 ) is granted to the extent that the Court will review the attached exhibits with Plaintiff's complaint should the case proceed on the merits. Signed by the Honorable Steven C.
