Filing 5 ORDER: The Court takes Plaintiff's application for leave to proceed in forma pauperis #3 under consideration. If Plaintiff wants to proceed further, he must (1) explain in writing and under oath why he believes he should be allowed to proceed without prepaying the filing fee; and (2) submit a certified trust fund account statement showing all transactions in his account from December 27, 2022, to the date he responds to this order. Alternatively, he may pay the $402.00 filing fee. Payment may be made by check or money order payable to Clerk, United States District Court. Failure to fully comply with this order by March 1, 2023, will result in summary dismissal of this case.
