Filing 6 ORDER: Plaintiff's application to proceed without prepayment of fees #3 is granted. The complaint is dismissed without prejudice. To proceed with a lawsuit, plaintiff must file an amended complaint that names a proper party and includes allegations that state a plausible claim for relief. The clerk shall send plaintiff a blank form complaint for violation of civil rights. If plaintiff does not submit an amended complaint by April 24, 2023, this case will be closed with prejudice for lack of prosecution and failure to state a claim.
