ORDER: Plaintiff, Cook County Jail detainee Marvin Flanagan, has submitted a pro se civil rights complaint concerning wide-ranging alleged events at the Jail starting in mid- January 2023. The Court denies Plaintiff's application for leave to proceed in forma pauperis #3 without prejudice. Plaintiff must either renew his application for leave to proceed in forma pauperis or prepay the full statutory $402 filing fee. If he submits a renewed in forma pauperis application, he must include: (1) updated trust fund ledgers starting on May 23, 2023 (when his current ledgers stop) and ending on the date of compliance; and (2) a memorandum explaining why he believes that he should be allowed to pay in installments given that he received enough money to prepay the fee when he was aware of the basis of this lawsuit but devoted his resources elsewhere. Merely submitting a new application will not satisfy this obligation. If Plaintiff does not address his fee status as directed by July 31, 2023, the Court will summarily dismiss this case without prejudice. Plaintiff's motion for attorney representation #4 is denied without prejudice as Plaintiff has not made a reasonable attempt to obtain his own counsel given that he has not waited a sufficient time to hear back from the lawyers he contacted; in any event, nothing indicates that counsel is appropriate at this time. Before renewing his request for counsel, Plaintiff must seek pro bono (free of charge) legal assistance by writing additional attorneys or organizations and describing his claims. Any renewed motion must identify the attorneys or organizations he contacted, attach copies of any correspondence he sent (exact handwritten copies are acceptable if he cannot obtain photocopies), and summarize the responses he received. Plaintiff must promptly update his address if it changes while this case is open. If he fails to do so, this case will be subject to dismissal with no further warning. The Clerk is directed to send Plaintiff a blank application to proceed in forma pauperis for persons in custody, along with a copy of this order. Signed by the Honorable Franklin U.
