June 7, 2023 Opinion or Order Filing 1 EXECUTIVE COMMITTEE ORDER: On May 23, 2023, Mr. Jason Davis entered the Dirksen U.S. Courthouse and proceeded to activate the building's fire alarm system. When the Court Security Officers approached Mr. Davis became violent and combative. Mr. Davis has no pending cases in the Dirksen United States Courthouse in Chicago, Illinois, or any other U.S. Courthouse in the Northern District of Illinois, and The Executive Committee finds that there is sufficient cause for concern regarding Mr. Davis's conduct if he is not barred from entering the Dirksen U.S. Courthouse in Chicago, Illinois and the Roszkowski U.S. Courthouse in Rockford, Illinois, unless ordered to appear in-person by a judge of a Court of the United States, therefore IT IS HEREBY ORDERED THAT to maintain judicial security, Jason Davis will be permitted to enter the Dirksen U.S. Courthouse in Chicago, Illinois or the Roszkowski U.S. Courthouse in Rockford, Illinois only when he is ordered to do so by a judge of a United States Court to be physically present in the Courthouse for proceedings scheduled by a Court, and then may enter the Courthouse no earlier than fifteen (15) minutes before the scheduled time of the proceedings. IT IS FURTHER ORDERED THAT upon entering the Courthouse, Mr. Davis must first report to the officer at the lobby desk by identifying himself. He must then identify the Court proceedings he is required to attend, naming the judge presiding over the matter before he will be allowed through the security check point in the Courthouse lobby. Mr. Davis will be accompanied in the Courthouse to and from the proceedings by a Deputy United States Marshal or another representative of the United States Marshals Service, and he must leave the Courthouse no later than five (5) minutes after his scheduled proceedings in Court are completed. IT IS FURTHER ORDERED THAT Mr. Davis may not enter the Dirksen U.S. Courthouse in Chicago, Illinois or the Roszkowski U.S. Courthouse in Rockford, Illinois other than as stated above until further order of this Executive Committee. IT IS FURTHER ORDERED THAT should Mr. Davis have documents to submit, he must mail them to the United States District Court Clerk's Office, 219 South Dearborn Street, 20th Floor, Chicago, IL 60604. IT IS FURTHER ORDERED THAT the Clerk will cause to be created and maintained a miscellaneous docket with the title "In Re the Matter of Jason Davis" and case number 23 CV 03550. The miscellaneous docket will serve as the repository of this order and any order or minute order entered pursuant to it. All orders will be entered on the docket following standard docketing procedures. A brief entry will be made on the docket indicating the receipt of any materials from Mr. Davis. IT IS FURTHER ORDEREDTHAT the Clerk shall cause a copy of this order to be handed to Jason Davis the next time he visits the Dirksen Courthouse or Roszkowski Courthouse.
