Filing 11 MINUTE entry before the Honorable Edmond E. Chang: Telephone status hearing held with counsel for the parties. The Plaintiffs' counsel reported that the named Plaintiffs are not family members of one another or otherwise directly connected to one another. As discussed during the hearing, the Court is skeptical that joinder is proper under Civil Rule 20(a)(1), because each Plaintiff submitted a separate provisional-waiver application. To give the Plaintiffs an opportunity to brief the issue, the Plaintiffs' position paper on joinder is due on 08/18/2023. The government's response is due on 08/25/2023. A tracking status hearing is set for 09/01/2023 at 8:30 a.m. to track the case only (no appearance is required, the case will not be called). The government's 09/05/2023 responsive-pleading deadline remains in place. Another tracking status hearing is set for 09/15/2023 at 8:30 a.m. to track the case only (no appearance is required, the case will not be called).
