July 31, 2023 Filing 11 MINUTE entry before the Honorable Thomas M. Durkin: Plaintiff's renewed motion for attorney representation #9 is denied without prejudice. While there is no constitutional or statutory right to counsel in federal civil cases, Romanelli v. Suliene, 615 F.3d 847, 851 (7th Cir. 2010), the Court has discretion under 28 U.S.C. 1915(e)(1) to recruit counsel for an indigent litigant. Ray v. Wexford Health Sources, Inc., 706 F.3d 864, 866-67 (7th Cir. 2013). The Court considers whether the indigent plaintiff has made reasonable attempts to secure counsel on her own, and if so, "whether the difficulty of the case factually and legally exceeds the particular plaintiff's capacity as a layperson to coherently present it." Navejar v. Iyiola, 718 F.3d 692, 696 (7th Cir. 2013). After considering these factors, the Court concludes that appointed counsel is still not warranted at this time. Plaintiff reports that she has contacted several attorneys. However, she is a college graduate. And while she reports that her ability to speak, write, and/or read English is limited because English is not her primary language, she filed a comprehensible complaint detailing her allegations and a well-written letter requesting appointed counsel with the Court. Plaintiff has the ability to manage the case on her own at this early stage. There are also numerous resources for pro se litigants on the Court's website. If in the future, Plaintiff believes she cannot effectively litigate the case, she can renew her motion. Lastly, Plaintiff is reminded that she is to file the EEOC Notice of Right to Sue by or before August 1, 2023. Mailed notice. (ecw, )

July 18, 2023 Filing 7 MINUTE entry before the Honorable Thomas M. Durkin: Plaintiff's application for leave to proceed in forma pauperis #4 is granted. The Court finds that Plaintiff is unable to pay the costs and fees associated with filing this action and thus the filing fee is waived. The Clerk is directed to file Plaintiff's complaint and issue summons for service of the complaint on the Defendant. The United States Marshals Service is appointed to serve the Defendant. The Court advises Plaintiff that a completed USM-285 (Marshals service) form is required for service on the Defendant. Plaintiff's motion for attorney representation #5 is denied without prejudice.
