July 17, 2023 Filing 7 MINUTE entry before the Honorable Lindsay C. Jenkins: On review of the complaint, R. 1, the Court issues this subject matter jurisdiction inquiry. The complaint states that Plaintiff's First, Fourth and Eighth Amendment rights have been violated and that a "United Nations declaration of human rights violation has occurred article 15 and many more." [Dkt. 1 at 4]. The complaint also attaches, among other items, (a) a last will and testament; (b) a document entitled "Department of State," (c) a birth certificate; and (d) documents related to a criminal case pending in the Circuit Court of Cook County against "Irving Weathers" in Case No. 18CR1773101. Federal courts are courts of limited jurisdiction. On the Court's review, there is no apparent basis for federal subject matter jurisdiction. No facts have been alleged explaining who allegedly violated Plaintiff's Constitutional rights, when or how. The Plaintiff must submit a Jurisdictional Statement explaining the basis for federal subject matter jurisdiction by July 31, 2023, or else the case will be dismissed without prejudice. July 17, 2023 Filing 6 MINUTE entry before the Honorable Lindsay C. Jenkins: Plaintiff's motion to proceed in forma pauperis (IFP) #4 and for attorney representation #5 are denied without prejudice. The IFP application fails to identify any sources of income or assets. Nor has Plaintiff provided any information about monthly expenses and how he currently satisfies his financial obligations. The application for attorney representation provides a PO Box for correspondence, but does not answer question 2 on the application, namely, which lawyers/organizations Plaintiff contacted prior to filing the motion, or the reasons he has been unable to find an attorney. Accordingly, the Court is unable to determine whether Plaintiff's take-home pay is sufficient to pay for legal counsel, nor has he provided information from which the Court could decide whether appointing counsel is appropriate.
