There is only a general and vague allegation that the U.S. and foreign governments have "physically and psychologically tortured" the Plaintiff. R. 1 at 1. The complaint then says that the Plaintiff's wife is the "main culprit." Id. In light of these unspecific allegations, the current complaint is dismissed without prejudice. The Plaintiff may file an amended complaint by 08/09/2023. If no amended complaint is filed, then the dismissal will become final and judgment will be entered.
