September 7, 2023 Filing 6 MINUTE entry before the Honorable Martha M. Pacold: Plaintiff's motion to seal #5 is denied. Good cause is required to justify redaction or sealing of information filed with the court. See Fed. R. Civ. P. 5.2(e); Fed. R. Civ. P. 26(c); Citizens First Nat. Bank of Princeton v. Cincinnati Ins. Co., 178 F.3d 943, 945 (7th Cir. 1999). "Documents that affect the disposition of federal litigation are presumptively open to public view, even if the litigants strongly prefer secrecy, unless a statute, rule, or privilege justifies confidentiality." In re Specht, 622 F.3d 697, 701 (7th Cir. 2010). "This transparency 'enable[s] interested members of the public... to know who's using the courts, to understand judicial decisions, and to monitor the judiciary's performance of its duties.'" City of Greenville, Ill. v. Syngenta Crop Prot., LLC, 764 F.3d 695, 697 (7th Cir. 2014) (quoting Goesel v. Boley International (H.K.) Ltd., 738 F.3d 831, 833 (7th Cir. 2013)). To the extent that plaintiff seeks to seal the allegations of his complaint, those allegations will bear directly on the outcome of the litigation, and plaintiff has not justified removing those allegations from public view. While individuals may be "understandably secretive about their medical problems," that does not justify significantly restricting the public information regarding a suit. Doe v. Blue Cross & Blue Shield United of Wisconsin, 112 F.3d 869, 872 (7th Cir. 1997). However, plaintiff may file targeted requests seeking redaction or sealing later in this case should it come to involve highly sensitive or irrelevant medical details, see id., or personal identifying information listed in Fed. R. Civ. P. 5.2(a). See, e.g., Cruz v. Obaisi, No. 17-cv-0780, 2019 WL 2137375, at *3 n.5 (N.D. Ill. May 14, 2019); Acosta v. City of Chicago, No. 15-cv-8333, 2018 WL 3630011, at *2 n.4 (N.D. Ill. July 31, 2018). Plaintiff further requests that the court remove his address from public view. However, that information is presumptively public as part of the case. The Federal Rules of Civil Procedure require that pro se litigants sign their papers and that every "pleading, written motion, and other paper... must state the signer's address, e-mail address, and telephone number." Fed. R. Civ. P. 11. Rule 5.2 provides for privacy protection for limited categories of personal identifying information, such as social security numbers, but does not provide such protection for the address of a party. Fed. R. Civ. P. 5.2(a). Plaintiff has not shown good cause why his address should be sealed in this matter. (rao, )
