Filing 5 ORDER: Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $15.73 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to (1) send a copy of this order to the trust fund officer at Illinois River Correctional Center and to the Court's Fiscal Department. However, summonses shall not issue at this time. Plaintiff is given until November 2, 2023, to show cause (explain in writing) why his complaint should not be dismissed as time barred. Failure to do so by this date will result in the matter being dismissed with prejudice as time barred. Plaintiff is reminded that he has the responsibility to timely inform the Court of any change of address and failure to do so may result in the matter being dismissed for failure to prosecute and/or failure to comply with Court orders.
