ORDER: Plaintiff's application (Dkt. #3 ) for leave to proceed in forma pauperis is denied as incomplete. Plaintiff must either (1) pay the full statutory filing fee of $402 or (2) submit a renewed application to proceed in forma pauperis that complies with the instructions in the Statement that accompanies this order. Failure to fully comply on or before December 11, 2023 may result in the summary dismissal of this case. Consideration of Plaintiff's complaint and motion for attorney representation is deferred until after Plaintiff's fee status has been resolved. The Clerk of Court is directed to send Plaintiff a blank application to proceed in forma pauperis and a copy of this order to the address provided at the docket entry dated October 27, 2023 (see Dkt. #5 ). Plaintiff must promptly submit a change-of-address notification that confirms his current address; if Plaintiff fails to keep the Court informed of his address, this action will be subject to dismissal for failure to comply with a Court order and for failure to prosecute. Although it appears that Plaintiff has been released from custody, he remains obligated to pay the associated filing fees. See Newlin v.
