Filing 9 ORDER: Petitioner's motions for leave to supplement the habeas corpus petition and appointment of counsel [5, 6] are stricken. The Court previously dismissed the petition as an unauthorized second or successive petition. [3, 4] The previous termination of this case as an unauthorize petition means the Court lacks jurisdiction to consider the merits of the case, and as such, there is no reason to appoint counsel for Petitioner in this terminated case. Petitioner's motion for leave to proceed in forma pauperis #6 is denied without prejudice as it is not certified by Petitioner's trust fund custodian and does not include a copy of his trust fund ledger as required. Petitioner is given until January 31, 2024 to pay the filing fee or bring a proper IFP application on the Court form supported by the certification from his trust fund officer and including a copy of his trust fund ledger. Failure to pay the fee or bring a proper IFP application by that date may impact his ability to bring future cases in this District. The Clerk shall send Petitioner a blank IFP application form.
