Filing 5 ORDER: Plaintiff's in forma pauperis application (Dkt. 3) is denied without prejudice. If Plaintiff wants to proceed with this case, he must either: (1) prepay the $405 filing fee; or (2) submit a properly completed IFP application containing all the information specified in this order and explain in writing why his financial circumstances have changed such that he is now unable to pay the filing fee. Regardless of whether Plaintiff pays the filing fee, he also must submit a written statement explaining his reasons for failing to disclose the previously filed lawsuit raising the same claims (see Ball v. CCDOC Deitary [sic], No. 23-cv-1789 (Kness, J.)). Any failure by Plaintiff to fully comply with this order on or before February 12, 2024 will result in the summary dismissal of this case. The Clerk is directed to send Plaintiff a blank IFP application (prisoner version) and a copy of this order. See accompanying Statement for details. Signed by the Honorable John F.
