ORDER: Plaintiff, who was a detainee at Cook County Jail at the time he filed this lawsuit but appears to no longer be incarcerated, submitted an incomplete, statutorily deficient in forma pauperis application #3 that contained neither a completed certification nor a jail trust fund statement. See 28 U.S.C. 1915(b)(1), (a)(2). The application #3 is therefore denied. Plaintiff stated in the application, "I can pay filing fee", and asked the Court to "please contact" his mother at the provided phone number to arrange payment of the fee. This request is denied. It is incumbent upon Plaintiff, not the Court, to take the necessary steps to fulfill his filing fee obligations. If Plaintiff wishes to proceed with this lawsuit, he must either (1) pay the full statutory filing fee of $402.00 or (2) submit a renewed application for leave to proceed in forma pauperis that demonstrates how he is currently supporting himself financially and is accompanied by a jail trust fund account statement for any period within the twelve months prior to filing suit that he was incarcerated. Failure to comply by February 16, 2024, will result in summary dismissal of this case. Plaintiff's motion for attorney representation #5 is denied without prejudice because he has not demonstrated that he is indigent nor that he has made a reasonable attempt to obtain counsel on his own. See 28 U.S.C. 1915(e)(1); Watts v. Kidman, 42 F.4th 755, 760 (7th Cir. 2022). The Court defers consideration of Plaintiff's complaint #1 until after his fee status has been resolved. The Clerk of Court is directed to send Plaintiff a blank application to proceed in forma pauperis (non-prisoner version) along with a copy of this order. Signed by the Honorable Jeremy C.
