Filing 4 ORDER: The Court grants Plaintiff's application to proceed in forma pauperis #3 and orders the trust fund officer at Plaintiff's place of incarceration to deduct $27.16 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk to send a copy of this order to the trust fund officer at Plaintiff's current place of incarceration and to the Court's Fiscal Department. Summonses, however, shall not issue. Plaintiff's complaint #1 is dismissed for failure to state a claim. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint in compliance with this order. Failure to submit a proposed amended complaint by April 22, 2024 will result in entry of judgment against Plaintiff. Plaintiff also is advised that he must promptly submit a change-of- address notification if he is transferred to another facility or released. If Plaintiff fails to keep the Court informed of his address, this action will be subject to dismissal without further warning.
