Filing 6 MINUTE entry before the Honorable Manish S. Shah: The application to proceed without prepayment of fees #4 is denied, because plaintiff's complaint is legally frivolous in this district. The complaint is dismissed. Cedric Greene, a Los Angeles, California, resident, has filed or attempted to file suits against the Tennessee Board of Judicial Conduct in the U.S. District Court for the District of Columbia and the Middle District of Georgia, and now has submitted a complaint in this district. This court is not the proper venue for any claims (and this court does not have personal jurisdiction over the Tennessee Board of Judicial Conduct based on its treatment of plaintiff in Tennessee). Plaintiff has a history of litigation conduct that caused other courts to impose filing restrictions on him. See e.g., In re Cedric Greene, 578 U.S. 974 (2016) ("As petitioner has repeatedly abused this Court's process, the Clerk is directed not to accept any further petitions in noncriminal matters from petitioner unless the docketing fee required by Rule 38(a) is paid and petition submitted in compliance with Rule 33.1."). It looks like the filing here is an attempt to circumvent restrictions elsewhere. Plaintiff is warned that frivolous filings may lead to restrictions in this court too. In any event, the court dismisses the complaint for lack of venue and personal jurisdiction, which means the dismissal is without prejudice. Enter judgment and terminate civil case.
