The parties entered into a limited consent to this Court resolving the stay put motion #4 . Pursuant to Local Rule 73.1(d), the parties shall file a limited consent form signed by all parties, after which the "district judge may transfer that portion of the case covered by the consents for reassignment to the Executive Committee" and eventual reassignment to this Court. This Court cannot resolve the motion until the reassignment is completed. By 8/15/2018 that parties shall file the exhibits they used during the 8/14/2018 hearing. For documents containing information covered by Fed. R. Civ. P. 5.2, the parties shall file each document under seal as well as a publicly-filed copy with the protected information redacted. By 8/16/2018 plaintiff's counsel must file the written request he obtained from his clients that he appear alone during the testimonial proceedings on 8/14/2018. On June 15, 2018, Judge Kapala entered an order in that case holding in abeyance plaintiffs' motion for preliminary injunction and expedited hearing pending decision from the hearing officer. On August 2, 2018, a final administrative decision was reached by the hearing officer. On August 4, 2018, plaintiffs filed a petition for judicial review of that final administrative decision #1 and the matter was randomly assigned to this court. This decision is clearly the decision of the hearing officer Judge Kapala was anticipating in his June 15, 2018 order.
