ORDER:Plaintiff may proceed on his claims. The Court directs the Clerk to issue summonses for service of the complaint on Defendants by the U.S. Marshal. The Court instructs the Marshal also to send copies of the complaint to the Attorney General of the United States and the U.S. Attorney for the Northern District of Illinois in accordance with Fed. R. Civ. P. 4(i). Plaintiffs motion for attorney representation [#3] is granted. The Court requests that Thomas C. Hallock / Hallock Law / 53 W. Jackson Blvd., Suite 1424 / Chicago, Illinois 60604 / (312) 487-2441 / attorney. [email protected] represent Plaintiff in accordance with counsels trial bar commitment under Local Rule 83.37 (N.D. Ill.). The Court encourages counsel to visit the Northern Districts Pro Bono web page at http://www.ilnd.uscourts.gov/ Pages.aspx?page=Pro Bono (case sensitive) for various resources related to pro bono representation.The recruited attorney falls within the class of users listed in the Electronic Public Access fee schedule adopted by the Judicial Conference of the United States, therefore, the above-named attorney shall be exempt from the payment of fees for access via PACER to the electronic case files maintained in this court for the above-captioned case and United States v. Martov, Case No. 14 CR 0131 (N.D. Ill.). The recruited attorney is directed to open a separate PACER account to be used only for these cases, and fees are exempt for these cases only. The assigned attorney shall not be exempt from the payment of fees incurred in connection with other uses of the PACER system in this court. This exemption is valid immediately and for the duration of the attorneys participation in the matter. The attorney shall contact the PACER Service Center at 1-800-676-6856 or via the link below to create the new PACER account and to make any necessary arrangements for the waiver. A copy of this order shall be sent to the PACER Service Center at http://www.pacer.psc.uscourts.gov/register. html.
