ORDER: Plaintiffs application for leave to proceed in forma pauperis #4 is under review. If Plaintiff wants to proceed with this case, he must either: (1) prepay the $400 filing fee; or (2) file an under oath written statement explaining why he believes he should be allowed to proceed in forma pauperis (without full prepayment of the $400 filing fee) despite his substantial account balances in the months preceding this lawsuit. If he chooses to file a statement, he must include a trust fund account printout covering January 1, 2018, through the date of his response and in which he explains, with supporting records if appropriate, the source of his account funds, what he bought, why he sent funds outside the prison, and why those moneys should not be counted against his ability to pay the filing fee. If he does not comply with the foregoing by April 8, 2019, the Court will summarily dismiss this case. The Court defers ruling on Plaintiffs motion for attorney representation #3 until after Plaintiffs fee status has been resolved. The Clerk is directed to send a copy of this order to Plaintiff.
