Filing 9 ORDER with Statement; Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $5.00 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to (1) file Plaintiff's complaint #1 ; (2) issue summonses for service of the complaint on Defendant Ross and the United States by the U.S. Marshal; (3) dismiss and terminate all other Defendants; and (4) send the U.S. Marshal a copy of the service form for Defendant Ross that appears within Docket No. 5. The Court appoints the U.S. Marshal to serve Defendant Ross using that service form. As for service on the United States, the Clerk of Court is directed to (1) send, by registered or certified mail, a copy of the summons for the United States and a copy of the complaint to the civil-process clerk at the United States Attorney for the Northern District of Illinois; (2) send, by registered or certified mail, a copy of the summons for the United States and the complaint to the Attorney General of the United States at Washington, D.C.; and (3) send, by regular mail, a copy of this order along with a copy of the summons for the United States and the complaint to Tom Walsh, Chief, Civil Division, United States Attorney's Office for the Northern District of Illinois. The Court grants Plaintiff's motion for attorney representation #4 . Attorney Radhika V. Lohia, Litchfield Cavo, 303 W. Madison St. Suite 300, Chicago, IL 60606, (312) 781-6574, lohia@litchfieldcavo.com, is recruited to represent Plaintiff. By January 8, 2021, counsel shall file a written status report, which shall advise on the progress of service and whether counsel intends to submit an amended pleading. The Clerk is directed to send a copy of this order to (1) the trust fund officer at the penitentiary currently having custody of Plaintiff; (2) the Court's Fiscal Department; (3) the PACER Service Center at pacer@psc.uscourts.gov; (4) the Systems Department of the Northern District of Illinois; (5) recruited counsel; and (6) Plaintiff, at his institutional address.
