Filing 16 ORDER with Statement; Plaintiff has submitted another application to proceed in forma pauperis #9 . The motion is denied as unnecessary. Plaintiff was granted pauper status by Court order on October 29, 2020 #7 . The Court has reviewed Plaintiff's proposed second amended complaint #12 pursuant to 28 U.S.C. 1915A and finds that it states a claim for deliberate indifference to a serious medical condition. However, summonses shall not issue. Based on the claim made in Plaintiff's second amended complaint, the Court grants Plaintiff's motion for attorney assistance #4 and recruits counsel for Plaintiff. The Court requests that Mark Louis Evans of Beermann LLP, 161 North Clark Street, Suite 3000, Chicago, IL 60601, represent Plaintiff in accordance with counsel's trial bar obligations under the District Court's Local Rule 83.37 (N.D. Ill.).1 The Clerk of Court is directed to send a copy of this order to Plaintiff, recruited counsel, the Systems Department of the Northern District of Illinois, and the PACER Service Center at pacer@psc.uscourts.gov. A written status report shall be filed by January 18, 2021, after which the assigned magistrate judge will set the case for an initial status hearing. Plaintiff's additional motions for recruitment of counsel #10 #13 #14 are denied as duplicative and unnecessary. Plaintiff's motion for service at government expense #11 is denied as unnecessary. Filing 7 ORDER with Statement; Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $7.17 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to electronically send a copy of this order to the Supervisor of the Inmate Trust Fund Accounts at Dixon Correctional Center and to the Court's Fiscal Department. Summonses, however, shall not issue. Plaintiff's complaint #1 is dismissed without prejudice. If Plaintiff wants to proceed with this lawsuit, he must submit an amended complaint that complies with this order. Failure to submit an amended complaint by December 24, 2020, will result in summary dismissal of this lawsuit. Ruling on Plaintiff's motion for attorney representation #4 is deferred. Plaintiff's motion for service at government expense #5 is denied as unnecessary. The Clerk of Court is directed to send Plaintiff an amended complaint form, a blank USM-285 form, and instructions along with a copy of this order. See attachment for full detail.
