ORDER; Plaintiff Village of Ringwood filed this action in the Twenty Second Judicial Circuit Court of McHenry County, Illinois. Dkt. 2-1, at 2. Defendant Deborah L. Foster then filed a counterclaim that included a claim arising under the Fourth Amendment to the U.S. Constitution. Dkt. 2-1, at 21. Based on this federal claim, Plaintiff Village of Ringwood noticed removal to this Court. But plaintiff cannot remove to federal court based on a defendant's counterclaim.
