February 12, 2021 Opinion or Order Filing 8 ORDER with Statement; Plaintiff's application for leave to proceed in forma pauperis #3 is denied without prejudice. If Plaintiff wants the Court to conduct an initial review of his complaint, he must either: (1) pay the full statutory filing fee of $402; or (2) submit a complete, signed, and properly supported renewed in forma pauperis application. If Plaintiff does not comply by March 31, 2021, the Court will summarily dismiss this lawsuit.
