Filing 8 MINUTE entry before the Honorable Steven C. Seeger: The Court reviewed the complaint. Plaintiff Turner resides in Rockford, in the Western Division of the Northern District of Illinois. The complaint is about an incident or series of incidents that took place in McHenry County and Winnebago County, which also are in the Western Division. The complaint is about the Western Division, with no link to the Eastern Division, so it belongs in the Western Division. The Court sua sponte transfers this case to the Western Division of the Northern District of Illinois. The Clerk's Office shall transfer this case to the Western Division forthwith. All future filings should be made in the new case number assigned by the Western Division. On a different but somewhat related note, Plaintiff brought claims under section 1983 and related statutes against Diana Crabb. But the complaint does not divulge who Crabb is. And more importantly, the complaint does not provide any indication that Crabb acted under color of state law. The complaint alleges that Defendant "Lied to Officials including police," which suggests that perhaps Defendant is not a state actor. So, after transfer, Plaintiff should be prepared to address that issue if asked to do so by the presiding District Court Judge. Finally, the Court notes that the list of cases previously filed by Plaintiff in this district is incomplete. The Court notes that Plaintiff has filed at least 11 cases in the Northern District of Illinois, but Plaintiff discloses only one.
