Filing 5 ORDER; Petitioner Derrek Steven Kates, a USP Thomson inmate proceeding pro se, has filed a 28 U.S.C. 2241 petition challenging his 2013 conviction for conspiring to distribute a controlled substance. Kates, however, has neither paid the $5.00 filing fee nor submitted an in forma pauperis (IFP) application demonstrating his inability to pay it. His motion for the recruitment of counsel states he was including an IFP application; however, none was received. By March 31, 2021, he must either pay the $5.00 fee by check or money order made payable to the Clerk, United States District Court, Northern District of Illinois, or submit a completed IFP application. The Court directs the Clerk to forward to Kates an IFP form. Kates' failure to comply with this order will result in dismissal of this case without prejudice. See N.D. Ill. Local Rule 3.3(f). Kates' motion for the recruitment of counsel #4 is denied without prejudice as he has not yet demonstrated his indigency and his current pleadings indicate an attorney is unnecessary at this time.
