Reinhard on 8/24/2021: Petitioner has filed a motion for a preliminary injunction #6 , asserting that the law library "has been down" for the entire month of July and stating that he needs to work on legal filings in other pending cases and that he also will eventually need to file his reply brief in this case, which is now due on September 30, 2021 after respondent first files its answer on August 31, 2021. The motion is denied because petitioner has no pending filing currently due in this case at this particular time and he is also not complaining about law library issues impacting his ability to litigate this case. Petitioner is complaining regarding lack of library access impacting state cases. He may either raise the concern in the state case or he may bring a federal civil rights suit raising an access to court's claim. A civil rights claim should be brought before the Central District of Illinois as that is the district of petitioner's detention. An access to court's claim is improper in this case or in this district and will be rejected. The court certifies that petitioner has ongoing litigation in this case and requests that officials at his facility provide him access to the law library. Also, if petitioner later determines that he needs additional time to file his reply brief in this case, he may file a motion for extension of time. Electronic/mailed paper notice to petitioner.
