ORDER: Plaintiff has advised the Court that he wants to proceed with this lawsuit, which was severed from a lawsuit he initiated in the Southern District of Illinois #11 . His application for leave to proceed in forma pauperis #2 is denied without prejudice. If Plaintiff wants to proceed with this case, he must: (1) file a renewed in forma pauperis application with certified trust fund ledgers from October 1, 2021 (when the ledgers he provided end) to the date of compliance; and (2) submit a memorandum explaining why the substantial income he received and spent when he was aware of the basis of this lawsuit should not be counted against his ability to pay the filing fee. Alternatively, Plaintiff may prepay the $402 filing fee. If Plaintiff does not comply by December 13, 2021, the Court will summarily dismiss this case. Plaintiff's motion for service at government expense #3 is denied as unnecessary. The Court will address service if and when it is necessary. Plaintiff must promptly update his address if he is released or transferred to another facility while this case is open. If he fails to do so, this case will be subject to dismissal with no further warning.
