Filing 6 ORDER; Plaintiff's application for leave to proceed in forma pauperis #4 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to deduct $13.83 from Plaintiff's account for payment to the Clerk as an initial partial payment of the filing fee, and to continue making monthly deductions in accordance with this order. The Clerk is directed to send a copy of this order (electronically if possible) to the trust fund supervisor at Plaintiff's current place of incarceration and the Court's Fiscal Department. Summonses, however, shall not issue on Plaintiff's complaint #1 . Plaintiff is given until November 8, 2022 to show cause in writing why his action should not be dismissed as untimely and to submit a proposed amended complaint. Failure to comply will result in dismissal of this case with prejudice for failure to state a claim upon which relief can be granted. Plaintiff also is advised that he must promptly submit a change-of-address notification if he is transferred to a different facility or moves to a different address. If Plaintiff fails to keep the Court informed of his address, this action will be subject to dismissal for failure to comply with a Court order and for failure to prosecute. The Clerk is directed to forward to Plaintiff an amended complaint form, a USM-285 form, and instructions. A ruling on Plaintiff's motion for attorney representation #5 and service of process at government expense #3 are deferred until Plaintiff resolves the show cause order and submits an acceptable complaint stating a federal claim against proper Defendants.
