Although Mr. Hicks has alleged no set of facts under which a constitutional claim based on the 2018 incident could conceivably be timely, because he is pro se the dismissal is without prejudice until February 28, 2023, at which time it will become a dismissal with prejudice in the absence of an amended complaint plausibly stating a timely claim of false arrest.
