Filing 7 ORDER: The court grants plaintiff's application for leave to proceed in forma pauperis #6 and orders the trust fund officer at plaintiff's place of incarceration to deduct $19.91 from plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee, and to continue making monthly deductions in accordance with this order. Summonses, however, shall not issue. The court dismisses plaintiff's complaint #1 without prejudice for failure to state a claimon which relief may be granted. Plaintiff may submit an amended complaint if he believes he can do so consistent with the instructions in the Statement section below. Failure to submit an amended complaint by April 11, 2023, will result in dismissal of this lawsuit for failure to state a claim. Plaintiff also must promptly update his address if it changes while this case is open. If he fails to keep the court informed of his address, this action will be subject to dismissal with no further notice.
