The document appears to be intended to have been filed in a Winnebago County case bearing case number 23-LA-76 in which plaintiff is suing several named defendants. The motion asks that case number 23-LA-76 be dismissed and transferred to federal court. It is not clear why plaintiff filed this document in federal court. The document does not contain "a short and plain statement of the grounds for the court's jurisdiction" as required by Fed. R. Civ.
