ORDER: The court denies petitioner's motions for leave to file in forma pauperis [3, 6] without prejudice to reconsideration should he renew his motion in compliance with this order. Petitioner is given until October 31, 2023 to either file an in forma pauperis application on the enclosed form or to pay the $5.00 filing fee. If petitioner takes no action by that date, the court may dismiss this action without prejudice. Petitioner's motions for attorney representation [4, 7] are denied without prejudice. Petitioner's motion to set a video hearing #8 is denied. The Clerk is instructed to: (1) send petitioner a blank in forma pauperis application with instructions; and (2) terminate respondent Rauol.
