ORDER Plaintiff's application for leave to proceed in forma pauperis #3 is granted. The Court orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $29.15 from Plaintiff's account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Court directs the Clerk of Court to send a copy of this order to the trust fund officer at Plaintiff's place of incarceration and to the Court's Fiscal Department. Summons shall not issue, however. Plaintiff's complaint #1 is dismissed without prejudice for failure to state a federal claim. Failure to submit a proposed amended complaint consistent with this order by April 25, 2024, will result in summary dismissal of this case. The Clerk is directed to send Plaintiff a blank amended complaint form and a copy of this order. See the attached order for details. Signed by the Honorable Iain D.
