Filing 9 ORDER: Plaintiff's revised application for leave to proceed in forma pauperis #8 is granted. Thecourt orders the trust fund officer at Plaintiff's place of incarceration to immediately deduct $14.83 from Plaintiff''s account for payment to the Clerk of Court as an initial partial payment of the filing fee and to continue making monthly deductions in accordance with this order. The Clerk is directed to forward a copy of this order to the inmate trust account supervisor at Menard Correctional Center and to the court's fiscal Department. The court concludes Plaintiff's complaint survives screening pursuant to 28 U.S.C. 1915A but declines to order that summons issue at this time. Plaintiff's motion for attorney representation #4 is granted. The court recruits Michael Paul Cogan of Cogan & Power, P.C., 1 East Wacker Drive, Suite 510 Chicago, IL 60601, to represent Plaintiff in accordance with counsel's trial bar obligations under N.D. ILL. LOCAL RULES83.11(h) and 83.37.1 Counsel shall investigate Plaintiff's claims and report to the court as to whether he wishes to submit an amended complaint or to proceed on the existing complaint. Counsel is directed to file an appearance by May 30, 2024 and a status report regarding his investigation of this matter by June 24, 2024, including a statement of counsel's determination whether he can proceed with this representation consistent with Rule 11. Mr. Cogan is advised that pro bono litigation resources are available on the District's website athttp://www.ilnd.uscourts.gov, by clicking on the link to Resources for Pro Bono Attorneys in the Trial Bar. In addition, counsel should review Local Rule 54.1 for the rules addressing the taxation of costs and the limits established by the Judicial Conference of the United States and/or published rates on the court's website. The Clerk is directed to send a copy of this order to Plaintiff, Mr. Cogan, the PACER Service Center, and the Systems Department.
