Filing 6 ORDER: The Court grants Plaintiff's application for leave to proceed in forma pauperis #3 and orders the trust fund officer to make deductions from Plaintiff's account as instructed in the Statement section below. Summonses, however, shall not issue. The Court dismisses Plaintiff's complaint #1 without prejudice for failure to state a claim on which relief may be granted. By May 28, 2024, Plaintiff may submit an amended complaint if he believes he can establish the basis for a claim under section 1983 stemming from the events alleged in his original complaint. Failure to submit an amended complaint will result in dismissal of this lawsuit with prejudice for failure to state a claim. Plaintiff also must promptly update his address if it changes while this case is open. If he does not keep the Court informed of his address, this lawsuit may be dismissed with no further notice. The Court denies Plaintiff's motion for attorney representation #4 because his typed and well-organized complaint demonstrates that he has the skills necessary to convey, in writing, why he believes his rights have been violated. See Dorsey v. Varga, 55 F.4th 1094, 1105 (7th Cir. Dec. 15, 2022) (finding no abuse of discretion where district court denied pro se litigant's request for court-recruited counsel "when his only tasks were to comply with the Federal Rules of Civil Procedure and to plausibly allege facts that, if true, would entitle him to relief"). The Clerk of Court is directed to (1) send a copy of this order to the trust fund officer at Plaintiff's present place of incarceration and to this court's fiscal department; and (2) send Plaintiff a copy of this order along with a blank amended complaint form and instructions.
