ORDER: The court takes Plaintiff's application for leave to proceed in forma pauperis #3 under consideration. If Plaintiff wants the court to further consider his application, he must (1) explain in writing and under oath why he believes he should be allowed to proceed without prepayment of the filing fee; and (2) submit a certified trust fund account statement showing all transactions in his account or accounts from June 23, 2026, to the date he responds to this order. Alternatively, he may pay the $405.00 filing fee. Payment may be made by check or money order payable to Clerk, United States District Court. Failure to fully comply by September 4, 2026, may result in summary dismissal of this case. The court defers review of Plaintiff's complaint under 28 U.S.C. 1915A and ruling on his motion for attorney representation until after his fee status has been resolved.
