Filing 6 ORDER: Plaintiff's Complaint fails to state a claim for relief. Plaintiff shall have up to and including November 16, 2016 to file an Amended Complaint. The Court RESERVES RULING on Plaintiff's Motion for Leave to Proceed in forma pauperis (Doc. 4 ), Motion for Recruitment of Counsel (Doc. 2 ), and Motion for Service of Process at Government Expense (Doc. 3 ). If Plaintiff is unable to adequately explain the facts on which his claims are based or if he otherwise fails to comply with this Order, the Court may dismiss this action for failure to state a claim and/or failure to prosecute. The Clerk's Office is DIRECTED to send Plaintiff the pro se litigant form entitled Complaint for a Civil Case (For Use By Non-Prisoners) and the Pro Se Litigant Guide, along with a copy of this Order.
