ORDER DENYING #15 MOTION for Reconsideration of #14 Clerk's Judgment and #13 Order Dismissing Case. Plaintiff offers no reason for missing the original and extended deadlines for paying the filing fee, filing an application for leave to proceed in forma pauperis (IFP), selecting / filing a proper complaint, and updating his address. Plaintiff simply states that the Court informed him of missing paperwork in June, and the missed deadline was not his fault. This statement offers no basis for reopening this case pursuant to Federal Rule of Civil Procedure 59 or 60, and the case remains CLOSED. However, Plaintiff may file a new suit, if he wishes to do so. The Clerk of Court is DIRECTED to provide him with a blank civil rights complaint form and standard IFP motion for that purpose.
